Shirley Jacquelin Bowlin, age 75, of Elgin, passed away on Jan. 3, 2023.

Shirley was born on July 16, 1947, in Abilene to WWII veterans Howard and Lillie (Harris) Heath.

Shirley grew up in the small community of Hatchel, outside of Winters, on her granddaddy’s ranch. She graduated from the Winters High School in 1965 and began attending Howard Payne University. She graduated in 1968 with degrees in art, English and teaching. She was a teacher in Ingram for the first four or five years after college. Shirley moved to Austin in 1972, where she began working as an interior decorator for Sears & Roebuck.

In 1992, Shirley moved to Elgin where she continued working as an interior decorator. She had an eye for interior decorating. Many houses in Elgin have her designs. She was an excellent artist and was a member of the Elgin Art Association. Shirley and her husband, Rickie, were also members of the Hogeye committee. Shirley was the artist that created Priscilla the Pig, who still makes her appearance every year at the Hogeye Festival.

Shirley is preceded in death by her parents, Howard and Lillie Heath, and husband, Burt Kivell. She is survived by her husband, Rickie Bowlin; stepchildren, Claire Haozous, Gail Woods, Burt Kivell III, Bruce Kivell, Kathy Williams (Jason), Stephanie Radinsky (Lawrence) and Randy Bowlin; and numerous step-grandchildren, nieces, nephews and cousins.

A memorial service will be held on Saturday, Jan. 28, at 11 a.m. at Providence-Jones Family Funeral Home.
