A new three-year contract between the city and Elgin Chamber of Commerce will better manage the expenditure of tax funds, aimed at promoting tourism and supporting local events, city officials said.
The updated contract, signed Dec. 3, builds on the previous agreement expiring this year, and includes several changes designed to enhance transparency and accountability in how the chamber uses its hotel occupancy funds.
“The chamber is a tremendous partner in the community and has been a good partner for us in the expenditure of the hotel funds in the past,” said Community Services Director Amy Miller.
The contract specifies new reporting requirements and establishes operating hours for the Chamber and its Visitor Center: Monday through Friday, 9 a.m. to 4 p.m., and Saturday, 9 a.m. to noon.
Also outlined is funding support for city events, including a commitment of $58,000 for the first year, $40,000 for 2025-26 and $20,000 for 2026-27.
These funds will be used to support activities that drive overnight stays in Elgin, such as tourism promotion and community gatherings, according to Miller.
While the agreement covers funding, it does not address the Chamber’s physical location. The Chamber will be relocating its headquarters and Visitor Center to 30 N. Main Street in January, the current location of Lo-Fi Coffee House, moving to Central Avenue.
Miller emphasized the importance of clear signage for the Visitor Center at the new location, which will remain subject to the contract’s requirements.
“There’s no change to the relationship and responsibilities regarding hotel/ motel funds, and if there were, the contract would be voided,” Miller said.
The contract was unanimously approved by the council.
