The ongoing transformation of County Line Road is moving forward with Phase 2 design work, following an agreement between Elgin Independent School District and the city.
According to City Council, the project will facilitate a significant expansion of the busy corridor near Elgin High School.
“We’re trying to move traffic along County Line Road where we have a lot of growth. This is really just getting everything pulled together,” Beau Perry said, who was still serving as acting city manager during the month’s first council meeting.
The school district is donating a 40-foot-wide strip of right-of-way along its property and Neidig Elementary, allowing the city to widen the roadway to at least two lanes in each direction with a median and dedicated left-turn lanes.
In some segments, the design will allow three southbound lanes and two northbound lanes, the city said.
According to Perry, the project is largely funded by a General Land Office grant, with additional support from developer fees and donated right-of-way.
Phase 1, completed and dedicated last August, converted a portion of the narrow two-lane route into a four-lane, divided boulevard with sidewalks, streetlights and fresh landscaping. The next phase is expected to connect existing segments and build on that success, continuing to address population growth and the resulting traffic congestion, according to the council.
