New city voice for community ties

A new face is leading the city’s community services and public outreach efforts.

Stacey Ford Osborne began her duties Feb. 26 as Elgin’s acting director of community services and public information officer, stepping in after longtime director Amy Miller accepted a position with Main Street America.

While she has not previously worked with the city, Osborne is no stranger to the area—often visiting her stepdaughter, and her husband, who have lived in Elgin since 2018, she said.

“I’m really looking forward to working with this fantastic team and becoming better acquainted with the community,” Osborne told the Courier.

Osborne brings with her more than two decades of experience as a strategic communications strategist in the private and public sectors, with roles in economic development, tourism, education and media—including work with neighboring municipalities and Fortune 500 companies.

According to Osborne, it is too early to pinpoint exactly where her knowhow may be needed most, but she hopes to offer high-level guidance and “big picture” strategic support.

“The Community Services team already does a fantastic job of keeping our downtown, library, parks and public information running smoothly,” she added. “I think I can help most by providing direction and counsel for the team.”

She said her focus will include providing communications support for the mayor, council and executive city leadership, and guiding the department’s long-term strategic vision in alignment with the goals of City Council—along with serving as the point of contact for the public, media and key stakeholders.

Starting out as a copywriter and account executive for an El Paso advertising agency, Osborne would go on to serve as director of communications for the El Paso Convention and Visitors Bureau, economic development director for the cities of La Porte and Willis, tourism coordinator for Blanco and public information officer for Taylor.

Most recently, she was a business integration specialist at The Boeing Company, leading strategic communications for its Supply Chain Operations Council.

She also currently serves as acting director of communications for Texas Health Benefits and hosts the Perspectives on City Management podcast for the Texas City Management Association.

Osborne holds an MBA from Texas Lutheran University, a master’s degree in interdisciplinary studies and a bachelor’s degree in international relations.

She lives in New Braunfels with her husband and three cats and is eager to connect with residents and help strengthen the city’s community presence, she said.
