City approves Lund Farm municipal utility district expansion

City Council approved an amended development agreement April 15 that adds more than 16 acres to the planned Lund Farm community and confirms a future school site within the project’s footprint.

The resolution allows the municipal utility district, located in the city’s extraterritorial jurisdiction, to annex two tracts of land and update its original agreement with the city, first signed in October 2023. City staff described the amendment as a routine update following the developer’s recent land purchase.

The agreement confirms the dedication of a 13.5acre site for a future Elgin Independent School District elementary school. District officials have already approved the proposed school site’s size and location, according to the council.

Director of Development Services Beau Perry called it a “significant development” and said most terms from the original agreement remain unchanged.

The motion passed with all but Councilman Arthur Gibson voting in favor, citing his ongoing opposition to the project.

Located northeast of the city, the Lund Farm project spans more than 586 acres and is being built in phases as a master-planned residential and mixed-use community. Plans call for more than 2,500 housing units, commercial space, parkland and amenities such as trails, a community pool and open green space.
